A D2 reviewer is reading for something else entirely. They don’t care about your pitch deck energy. They’re deciding whether your business is real, whether you can actually run it, and what Portugal gets out of it.

This guide covers what goes in the plan, what the reviewers weigh, and where files go wrong. It’s built from what our partner immigration lawyer has seen across approved and rejected D2 files, and from the plan structure our partner certified accountant uses.

Why the plan matters this much

In our partner lawyer’s experience, nearly every D2 rejection traces back to the business plan. Other problems, an expired criminal record, a missing document, get caught and fixed at the appointment stage. A weak plan sails through submission and dies quietly in review.

The part most applicants miss

AIMA doesn’t explain rejections. A real rejection letter can be a single line, something like “the business plan is not credible enough”, with no detail on what was missing. There’s no feedback loop and no resubmission. You get one appeal per application. So the plan has to be right the first time.

The good news is that the bar is lower than people fear, and different from what they expect. Approved D2 businesses have included consultancies, e-commerce stores, agencies, restaurants, and at least one hot dog stand. The bar is a business that’s viable, honest, and shows economic contribution to Portugal. It has never been “innovative” or “impressive”.

One rejection our partner lawyer still uses as the cautionary example: a client who applied alone with a generic one-page plan. No founder background, no real market analysis, no description of how the business would operate. The idea wasn’t bad. The plan was.

The checklist: nine sections

This is the structure our partner certified accountant uses for client plans. A finished plan runs about 10 to 15 pages, excluding annexes. Four of the nine sections carry most of the reviewer’s attention, shown in gold below.

The nine sections of a D2 business plan, with the four AIMA reads most closely marked in gold.

1. Executive summary

One page. What the business is, who’s behind it, what it needs, and what it contributes to Portugal. Write it last, once the rest of the plan exists. If a reviewer only skims one page, it’s this one.

2. Applicant and company profile

Your background, experience and qualifications, tied directly to the business. This section carries more weight than most applicants give it. Reviewers match the founder to the scale of the idea: two years in marketing plus a plan to build a large company reads as a fantasy, while solid experience plus a proportionate plan reads well. Include the company details too: legal form, shareholders, share capital, and the source of your funds. On the company route the company is formed before the visa application, so the plan describes a decided or already incorporated company, never one “to be confirmed on arrival”.

3. Business activity

What you’ll actually sell, to whom, and at what price. Services or products, target clients, and your pricing model. Be concrete: “brand strategy retainers for Portuguese hospitality businesses at 1,500 euros a month” beats “marketing services for various clients”. This is one of the sections AIMA reads most closely, and it needs to match your company’s registered activity codes (more on that below).

4. Market analysis

Why Portugal, and why there’s room for you. Who the competitors are, what the demand looks like, and where your customers come from. Ground it in real Portuguese data: INE (the national statistics institute), Banco de Portugal, and sector associations all publish figures you can cite. A market section built on real numbers is one of the clearest signals of a worked plan rather than a template.

5. Commercial strategy

How you get from zero to paying customers. Sales channels, marketing, and a realistic timeline to first revenue. Here’s the single biggest credibility lever in the whole plan: named prospects. Existing clients, signed contracts, or letters of intent aren’t mandatory, but they move a plan from hypothetical to real. “I expect ten clients a month” is a weak file. “I have two signed contracts and three letters of intent, attached in the annexes” is a strong one.

6. Operational plan

Where and how the business runs day to day. Location, tools, suppliers, and any hiring plans. If the business needs local partners or staff, existing connections in Portugal, named where possible, count for a lot. A solo consultancy needs less here than a restaurant; write to the scale of your actual operation.

7. Financial projections

Three years, with year one broken down monthly. Revenue, fixed and variable costs, setup costs, and the funds you have available. State your assumptions plainly: how many clients, at what price, growing at what rate. Simple and defensible beats sophisticated and inflated. Reviewers also look at proportionality: a low-cost solo operation carries less risk than a plan needing heavy investment and staff, so the more capital your idea needs, the more backing you must show. There’s no legal minimum investment (an LDA can be formed with 1 euro of share capital), but around 5,000 euros strengthens the application, and financial means a little above the 11,040 euro visa minimum reads well.

8. Economic contribution to Portugal

The section applicants most often skip, and one of the four AIMA reads most closely. Spell it out: the taxes the business will pay, Portuguese suppliers you’ll use, jobs you may create, investment you’re bringing, and any export revenue. This is the “what does Portugal get” section, and it’s the whole point of the D2. Don’t make the reviewer infer it.

9. Conclusion

Half a page. Restate what the business is, why you’re the person to run it, and what it contributes. No new information, no drama.

The four sections that decide the file

Based on partner-lawyer feedback from approved and rejected files, reviewers spend most of their attention on business activity, market analysis, financial projections, and economic contribution. Every section matters, but if those four are thin, the rest can’t save the plan.

Annexes (attach what you have)

Signed contracts or letters of intent

Your CV

Portfolio or work samples

Proof of funds

Supplier quotes for your setup costs

Client letters or references

What gets plans rejected

The same failures come up again and again in rejected files:

Generic boilerplate. A template with your name swapped in. Reviewers see hundreds of files and can tell a worked plan from a rushed one in about a page.

Text that reads like raw AI output. This one is named explicitly on the review side. If your plan sounds like it was generated in one prompt, expect it to be treated that way. Use whatever tools you like to draft, but the finished plan has to sound like you and contain facts only you could know.

Ambition your background can’t back. The plan promises a scale of business the founder’s experience doesn’t support.

All-hypothetical customers. No named prospects, no contracts, no letters of intent, just projected client counts.

No visible link to Portugal. If the business could run identically from anywhere and contributes nothing locally, the reviewer is left asking why the D2 applies at all.

The wrong visa underneath the plan. If your income comes from foreign clients while you’re based in Portugal, that’s the D8, and no business plan fixes it. D2 is for income earned in Portugal. This mix-up is the most common D2 mistake we see.

A plan that contradicts your company’s activity codes. Your Portuguese company is registered with CAE activity codes, and they’re hard to change later. The plan and the codes must tell the same story. This is why it pays to have the business idea reviewed before the company is formed, not after.

A note for freelancers

Everything above is for the company route. If you’re applying as an independent professional, your file is carried by a service contract with a Portuguese client, ideally for a year or more, and you don’t normally need a business plan at all. We’ve covered that route separately: do you need to register as a freelancer before the D2 visa?

If you’d rather not guess, our partner certified accountant in Portugal prepares D2 business plans for 499 euros. It starts with a 60-minute call to shape your idea, then a full intake, then the written plan: 10 to 15 pages in English, built on real Portuguese market data, structured exactly as this guide describes. Two revision rounds are included, and delivery is 10 to 12 business days from complete intake, as Word and PDF.

For clients on our visa packages, the finished plan then goes to our partner immigration lawyer, who reviews it against what AIMA accepts before it enters your dossier. And where possible, she runs your case past her AIMA contacts for feedback before submission, so you hear about problems while they can still be fixed.

Every D2 application we’ve supported has been approved. We can’t promise yours will be, nobody honestly can, but we can show you how a file gets prepared so problems are caught before the consulate sees them.

Get your business plan written

Book a free 15-minute call

Frequently asked questions

Do I need a business plan for the D2 visa?

In practice, yes, if you’re on the company route. The file is reviewed for evidence the business is viable and specific, and the business plan is where that case gets made. Files with generic or missing plans are the ones that struggle. On the freelance route, a service contract with a Portuguese client carries the file instead.

Can I write the D2 business plan myself?

Yes. The consulate doesn’t care who wrote it. It cares that the plan is viable, specific to you, and shows economic contribution to Portugal. Plenty of applicants write their own using a structure like the one in this guide; others have it prepared by a professional.

How long should a D2 business plan be?

Roughly 10 to 15 pages, excluding annexes. Long enough to cover the business, the market, three years of financials and your economic contribution properly. A one-page plan reads as a rushed file, and padding past 20 pages doesn’t add credibility.

Does the D2 business plan need to be in Portuguese?

Plans in English are standard for D2 files and are what our partner certified accountant delivers by default. A Portuguese version can be prepared if your consulate specifically asks for one.

Is there a minimum investment for the D2 visa?

No. A Portuguese LDA can legally be formed with 1 euro of share capital. In practice, around 5,000 euros strengthens the application, and the more capital your idea genuinely needs, the more backing you should be able to show. The financial bar for the visa itself is 11,040 euros in a Portuguese bank account for a solo applicant.

Does the business plan have to name a legal structure?

Yes, and the structure is settled before the application, not after. On the company route the Portuguese company is formed before the visa application, so the plan describes a decided or already incorporated company. Writing that the structure will be confirmed on arrival weakens the file.

Does a strong business plan guarantee D2 approval?

No. Approval is always decided by the Portuguese authorities, and nobody can honestly promise an outcome. A specific, credible plan strengthens your file. If an application is rejected, one appeal is allowed, and it can include an updated business plan.

Do freelancers on the D2 need a business plan?

Not normally. The independent-professional route is carried by a service contract with a Portuguese client, ideally for a year or more. The business plan described in this guide is for the company route. Here’s how that route works.

Sources

This article reflects the position as of July 2026, based on Portuguese immigration law and our partner professionals’ experience with approved and rejected D2 files.
